Turn a data transparency Score priority into a claims-baseline action
A shareable guide for employers whose Health Plan Score reveals a transparency gap—and the 90-day Roadmap action that establishes a usable claims baseline.
A low data, analytics and transparency score does not necessarily mean an employer has no information. It usually means the information available cannot yet answer the leadership questions that matter: where is money going, what is driving change, who is accountable and where should the team act first? A report is not the same thing as visibility.
The High Performance Health Plan starts with the discipline to SEE before making major plan decisions. Rather than chasing every metric, define a small baseline that connects plan spending, utilization, member experience and vendor performance. Leaders need enough clarity to identify material patterns, test assumptions and decide what deserves deeper review.
For the next 90 days, request and organize a decision-ready claims baseline. Include total plan spend, enrollment, cost per member, large claims, pharmacy and specialty-drug trends, site-of-care patterns, network performance and the fees or compensation attached to key vendors. Use consistent periods and definitions so results can be compared over time.
Then turn the baseline into a leadership review. Ask what changed, why it changed, whether the explanation is supported by data and which party owns the next action. When an answer is unavailable, record the data gap and the responsible vendor. This creates an accountability trail instead of allowing opaque reporting to become the end of the conversation.
The Roadmap action is deliberately modest: establish one trusted baseline and one recurring review before redesigning everything. From there, the employer can test pharmacy, network, high-cost care and financing priorities with greater confidence. Transparency becomes valuable when it is used to govern decisions—and every future improvement begins with a clearer view of the plan that exists today.
