The renewal is a decision point—not a strategy

Annual renewal activity can be necessary, but it is not a substitute for year-round management of cost, quality, access and accountability.

A renewal asks whether the current arrangement can continue. A strategy asks what the organization is trying to achieve and whether the arrangement can produce it.

The distinction matters because most of the decisions that influence plan performance occur long before a renewal meeting: data access, contract terms, care pathways, employee support and the cadence of leadership review.

A stronger starting point is to name the business outcome, identify the evidence needed to judge progress and assign clear ownership for the choices that follow.
